Creating the City of Oshkosh’s Sustainability Action Plan

In 2007 the Oshkosh Common Council signed the U.S. Mayors Climate Protection Agreement and formed the Sustainability Advisory Board (SAB) to advise the City Manager and Common Council on specific energy and environmental issues. The City of Oshkosh’s first Sustainability Plan was completed and approved in 2012. Between 2017 and 2019 by members of the SAB updated the plan, which the Common Council in March of 2020. Some of the goals within the plan have been achieved over the years, however, there is a renewed interest in prioritizing municipal sustainability initiatives due to the City’s current Strategic Plan. Additionally, in fall 2025, the City adopted a comprehensive Energy Plan for municipal buildings providing guidance for increased renewable energy and energy efficiency for City-owned buildings.

The City is now developing an updated Sustainability Action Plan to guide action towards increasing community sustainability and resilience. This strategic roadmap will engage stakeholders such as local businesses, government agencies, and residents to guide efforts to increase overall sustainability, climate resilience, and improve energy efficiency in the community. The plan is being developed through a collaborative, multi-stakeholder SAP Community Input Team facilitated and supported by the City’s Sustainability Action Plan consultant, paleBLUEdot.

Oshkosh Sustainability Action Baseline Documents

A significant amount of research is currently being done as a foundation to the City’s work in preparing the Sustainability Action Plan. The research and preliminary recommendations that will be included in these documents are intended as a starting point for the collaborative planning team which will be creating the plan. Attend a Community Input Session 8/6 at 5:30pm!

As we begin this important work, we want to hear from you! Join us for the Sustainability Plan Community Input Session:

When: August 6th from 5:30-7:00PM.

This session will begin with a brief presentation where you’ll learn about the planning process, and key findings so far. The session will include an opportunity to review preliminary project goals and share your ideas to help shape the plan. Your input is essential in creating a sustainable future for Oshkosh!

Community Input Survey

The city issued an online community survey to collect input from a broad range of community members. The intent of the survey was to help identify Sustainability needs, opportunities, priorities, and issues for the City of Oshkosh. The survey was made available for community members from January through April 2026. Below is a report summarizing the input recieved.
