Creating the City of Roseville’s Climate Equity Action Plan

The City is developing a Climate Equity Action Plan over the next year. This plan will improve upon the City’s existing emissions reduction goals set forth in Roseville’s 2040 Comprehensive Plan, adopted in 2020, and develop additional goals to align with or exceed the State of Minnesota climate framework and Ramsey County climate goals. The City’s current goal is to reduce city-wide emissions by 80% by 2050, relative to 2005 levels, which now lags behind the goals of the state and other neighboring cities.

This strategic roadmap will engage stakeholders such as local businesses, government agencies, and residents to guide efforts to increase overall sustainability, climate resilience, and improve energy efficiency in the community. The plan is being developed through facilitation and support by the City’s Climate Action Plan consultant, paleBLUEdot.

Participate in the Roseville Climate Stories Project Through 3/19

While facts and statistics about climate change are essential, they are not enough. We also need to hear the voices of those imagining a better future!

Through stories, videos, or art, you can participate in the Climate Stories Project and share your hopes, ideas, and dreams for a climate-resilient Roseville.

Your story is a powerful way to be heard, foster collective hope, and strengthen our community’s path toward climate resilience.

Attend A Community Meeting

The City will be hosting three community meetings throughout the planning process:

Meeting 1 occurred on November 12th 2025 and focused on broad community input and reactions to preliminary plan goals.

Meeting 2 - Hear about the planning progress to-date, review and provide feedback on preliminary project goals and preliminary supporting actions being considered for the plan.
When: Wednesday March 4th from 5:30pm to 7:30pm

Meeting 3 - Attend a presentation of the Draft Climate Equity Action Plan, and have an opportunity to provide input on the draft plan.
