City of Roseville Selects paleBLUEdot for Climate Equity Action Plan

The City of Roseville has selected paleBLUEdot to develop its first Climate Equity Action Plan (CEAP). Building on the City’s 2018 Climate Vulnerability Report and 2020 Energy Action Plan, the CEAP will set updated goals that align with Minnesota’s Climate Action Framework and Ramsey County’s climate initiatives, positioning Roseville for a sustainable, climate resilient, and equitable future.

Roseville’s Sustainability Specialist, Noelle Bakken, noted in a recent City Council presentation that the plan will set measurable climate and equity goals while “support[ing] vulnerable populations, including non-English speakers, the elderly, and those experiencing economic hardship,” drawing on successful climate equity models from across the region. The plan will serve as a roadmap to reduce greenhouse gas emissions, strengthen climate resilience, and ensure that the benefits of climate action are shared across all members of the community. A key focus will be equity, ensuring that underrepresented and vulnerable populations are actively engaged and supported in the process.

paleBLUEdot will lead an extensive community engagement process to shape the plan. This includes surveys, public meetings, and innovative outreach designed to reflect the voices and values of Roseville residents. At the heart of this process is a Climate Justice Advisory Group, a team of residents who will advise on equity issues and share their own climate stories through a storytelling workshop series.

The engagement strategy will also feature youth-focused and arts-centered approaches, giving young people and community members creative outlets to envision Roseville’s climate future. Interactive storytelling installations and arts-based projects will invite residents to share experiences and hopes for 2040 through writing, performance, visual art, and music. These contributions will help shape the city’s vision for a resilient, low-carbon future.

The final Climate Equity Action Plan will combine community input with technical analysis, outlining clear strategies, actions, and metrics to guide implementation.
