The Village of Westchester has taken a major step toward a sustainable future by selecting paleBLUEdot to create its first Community-Wide Energy Plan. Funded through an Energy Efficiency and Conservation Block Grant from the Illinois Environmental Protection Agency, the plan will provide a roadmap to cut greenhouse gas emissions, improve energy efficiency, and strengthen community resilience.
paleBLUEdot, a Minnesota-based sustainability and climate planning firm, has led more than 90 community energy and climate projects nationwide. The firm specializes in greenhouse gas inventories, vulnerability assessments, renewable energy studies, and sustainability action plans. It is led by architect and planner Ted Redmond, with over 30 years of experience guiding local governments, and Colleen Redmond, an educator and engagement specialist known for inclusive community engagement strategies.
The Westchester Energy Plan will include:
A baseline energy and greenhouse gas inventory
Broad community engagement, prioritizing vulnerable and environmental justice populations
Science-based reduction goals aligned with state and regional commitments
Practical strategies for buildings, transportation, waste, water, green infrastructure, and renewable energy
The project will conclude in early 2026 with a comprehensive plan that provides clear strategies, tools, and performance metrics to guide local action. paleBLUEdot’s collaborative, inclusive approach ensures communities like Westchester can move smoothly from planning to implementation.
